Traffic rules

In Japan, cars and bicycles travel on the left-hand side of the road. At pedestrian crossings without traffic lights, pedestrians have the right of way.

There are also strict penalties for using a smartphone while driving or cycling, and for drink-driving.

Driving Rules

  • A valid driving license is required to operate a vehicle.
  • All passengers are required by law to wear a seatbelt.
  • Children under the age of 6 must be secured in a child seat by law.

Bicycle Rules

  • At intersections, observe traffic lights and stop signs, and always check for safety before proceeding.
  • Switch on your lights when cycling at night.
  • Always wear a helmet.
  • Do not carry a passenger on your bicycle, and do not ride side by side with another cyclist.
  • Do not ride while holding an umbrella open, or while wearing earphones or any other device that prevents you from hearing your surroundings clearly.
  • Bicycles are prohibited from entering expressways.
  • If you cycle within Hyogo Prefecture, you are required by law to take out bicycle insurance.
